To see if splish.exe is listening on the right port, you can type “netstat -na” in the command prompt and see if you see the ports like “8265” listed in the “Local Address” column.
To play music in the background, you can use
splish.exe 192.168.0.2 –play-wav “file_path”
such that the music only plays while you’re running splish.exe and not while you’re in any other programs on the Destination PC.

When you start splish.exe it will display a splash screen. Once it sees splash.exe running it will attempt to connect to the
specified hostname. If splash.exe is not running then it will wait until it detects it is. Once it is running then it will start broadcasting. Use the command-line options to

Installation Notes:
The installation is self contained. The setup package includes all the files necessary to run the executables. Simply extract the contents of the compressed folder to a convenient location and run the programs.
I have tested the following:

– Windows 8.1
– Windows 10
You might want to install this on a Windows 10 computer in your home theater. If you have other Mac PCs or Android devices on your home network then you may want to give this a try.

I’m assuming you’re looking for something like FFmpeg running on Windows (as opposed to Mac or Linux).
For FFmpeg to run on Windows, you’ll need to ensure that the target machine has:
DLLs required to run the FFmpeg executable
OpenSSL installed
FFmpeg itself installed
We’ll assume you have those covered.
With that said, ffmpeg seems like a pretty straightforward executable to run:

The demonstration in the following screenshots shows the IP address of the computer named “Destination”. If you are not sure which IP address is assigned to your PC, you can use the free program “netstat” to see all TCP and UDP connections.

Update (2015-01-21)
I have updated the splish.exe to include options for music streaming and for startup under the splash menu of my Steam client. It seems to work like a charm!

I have also updated the splash.exe to use the new splish.exe and I have used the new splash.exe for a simple test of streaming music using slso. The music is quite beautiful!

One thing I can see that would be helpful to me is that I can start Splash when I start the video game and then have it stop playing the next time the game ends. I’m trying to make a set top box. This would make it possible to have the device start streaming audio from an MP3 player and then send the audio to the game. Can anyone suggest something that might be a better solution than the splash.exe?

You can use the Microsoft Media Foundation Transform Sample.
According to the User’s Manual:
Media Foundation supports playback of network streams to network-capable speakers.
The source and destination streams may be the same. The sample displays a message when streaming is stopped.
You can use the sample in two ways
Solo:
Amiibo:
To install Amiibo support (using the 3DS Amiibo reader)
Download the “amiibo” version of the game.
Run the game.
You should get a message from Nintendo that reads
“To play this game, you need to download amiibo support.”
Close the game and download the “amiibo” version of the game using the Nintendo eShop.
