Does the new Laravel 5.3 API support creating an instance of a model?

There’s Laravel 5.3 API documentation (link) and current documentation (link) that states:

To create a new resource, pass a new resource type, the name of the
model (not the class), the attributes of the model, and a unique ID
(this can be a string, number or a class to generate).
You can also pass an array of resources to create many at once.

But then, when creating an instance of a model does it work like this?
$m = new App\Models\MyModel();
$m->fill( $data );

The API documentation states:

To create a new resource, use the create() method on the resource.

I have a form that is being generated using form_for in a template:

In the create method of the controller I have:

@admission = Admissions.new(params[:admission])
@admission.save
render ‘admission/new’
end

The params show that params[:admission][:name] is “1”. In the template, the HTML for the name attribute of the input is:

Since the HTML in the template is correct, I’m assuming that params[:admission][:name] should be escaped in some way since Rails is escaping that to 1 in the view.
Any ideas why this is happening? I’d like to know how to prevent this from happening in the future so that I’m not checking for stray quotes.
